The provisions of this subchapter shall be implemented by school districts September 1, 1998, and at that time, shall supersede ¿¿75.24 of this title (relating to Primary Language for Bilingual Education) and ¿¿75.25(a)-(b) of this title (relating to English as a Second Language).
