commercial whaling.\u003cbr/\u003eJapan wants the IWC to lift its global ban on commercial whaling during the session in Shimonosek, a seaside city 830 kilometres (515 miles) southwest of Tokyo, once the base for a thriving whale trade. \u003cbr/\u003eBut in a setback for whaling supporters, a request by Iceland to become a full member was rejected by a 25-20 vote on Monday.  \u003cbr/\u003eIts return to full membership could have given the pro-whaling nations a simple majority.  \u003cbr/\u003eDespite the defeat, Icelandic Fisheries minister Stefan Asmadsson remained defiant, and said his respect for the IWC's \"workings\" had diminished.  \u003cbr/\u003eIceland has had non-voting observer status since its delegates walked out of an IWC meeting 10 years ago in protest over the commission's anti-whaling stance.  \u003cbr/\u003eOther topics discussed at the conference, which ends on Friday, were expected to include methods of killing whales, aboriginal whaling and a possible new whale sanctuary.\u003cbr/\u003eIt is not yet clear whether delegates will even vote on commercial whaling: but if they do a three-fourths majority would be required to lift the 1986 moratorium. \u003cbr/\u003eThe IWC has 48 full-fledged member nations, including six that have joined since mid-April.\u003cbr/\u003eJapan argues that whale herds have expanded considerably since the ban was imposed and that fish stocks are being depleted as a result of increased feeding.\u003cbr/\u003eA year after the ban, Japan began annual hunts of hundreds of whales, insisting they are unavoidable if the mammals' feeding, aging and migration patterns are to be studied.   \u003cbr/\u003eThe research hunts are allowed under the ban, but opponents call Japan's research program commercial whaling in disguise, as the meat is sold and most of it ends up in restaurants.\u003cbr/\u003eThere were harsh words for Japan from anti-whaling delegates on Monday.  \u003cbr/\u003eMexican delegate Andres Rozental said Japan must realise international public opinion is against it's breaking of the moratorium, whilst the US contingent called for Japan to \"stop spreading false claims\" and asserted that \"the real reason for the decline in fisheries is over-fishing, not whales\".\u003cbr/\u003eSecurity remains tight near the venue. \u003cbr/\u003eA street just outside the convention centre was closed
