Our families are poor, they work in sweatshops, they sell tamales on the corner, it's not a future they want for their children. They know that unless their children learn to read and write English well, they have no future in this country.\"\u003cbr/\u003eSUPER CAPTION: Reverend Alice Callaghan, Proposition 227 Proponent\u003cbr/\u003eSince Spanish is the primary language of most immigrants in the state, the war to end bilingual education has emerged as mainly an Hispanic issue.\u003cbr/\u003eHispanic children have the lowest test scores of any ethnic group in California and at 40 per cent, the highest dropout rate.\u003cbr/\u003eIt's thought that only about six per cent of children in California's bilingual classes are well prepared to move into English speaking classes.\u003cbr/\u003eA typical student spends three to four years in the bilingual programmes but teachers believe it can take as long as eight years to become proficient in English.\u003cbr/\u003eCallaghan and other anti-bilingual activists condemn bilingual courses where children in the earliest grades learn the fundamentals primarily in Spanish and only in later grades transition into English instruction.\u003cbr/\u003eStudents at the Park Avenue Elementary School near South Central Los Angeles, for example, receive only an hour and a half of English instruction a day in the early grades.\u003cbr/\u003eThe principal of the school, however, boasts that last year her bilingual programme sent, a better than average, one in ten students into English mainstream classes.\u003cbr/\u003eShe, like Holli Thier, who is leading the fight against Proposition 227 defends bilingual education programmes as essential to teaching children English.\u003cbr/\u003eThier condemns Proposition 227 as a one size fits all approach that removes local and parental control of their children's education and is too drastic in giving students only a year to learn English.\u003cbr/\u003eSOUNDBITE: (English)\u003cbr/\u003e\"All the research shows that a certain amount of native language instruction plus English during the day actually helps children learn English faster and keep current on their academic subjects and why outlaw that.\u003cbr/\u003eSUPER CAPTION: Holli Thier, Citizens for an Educated America: No on 227\u003cbr/\u003eProponents of Proposition 227 complain they are up against the vested interests of academics who earn higher salaries teaching bilingual education.\u003cbr/\u003eBut all four of California's gubernatorial candidates have also come out against the proposition for various reasons.\u003cbr/\u003eAnd certain Hispanic activists have opposed the proposition as an attack on Hispanic culture and political power. \u003cbr/\u003eFed up with this becoming a racially divisive issue, Los Angeles Mayor Richard Riordan spent 250-thousand dollars of his own money creating a television advertisement endorsing Proposition 227 because he believes bilingual education has been a dismal failure.\u003cbr/\u003eUPSOUND: (Part Spanish, Part English)\u003cbr/\u003e\"Children need a good education in order to be able to obtain a good job.
