Two, ZANU-PF militia dressed in army regalia have been deployed to spearhead the terror campaign in the rural and urban areas. Armed ZANU-PF youths are waging a terror campaign, and have vowed that the MDC will not rule the country, even if it wins. Three, the Joint Operations Command, JOC, is engineering a violent campaign to subvert the will of the people. The Central Intelligence Organisation, the CIO, is a designed covert operation to destabilise the nation. lauded early in his rule for campaigning for racial reconciliation, but in recent years, he has been accused of ruining the economy and holding onto power through fraud and intimidation.\u003cbr/\u003eThe economic slide of what was once the region's breadbasket has been blamed on the collapse of the key agriculture sector after often-violent seizures of farmland from whites.\u003cbr/\u003eMugabe claimed he ordered the seizures, begun in 2002, to benefit poor blacks, but many of the farms instead went to his loyalists.\u003cbr/\u003eIndependent human rights groups say 85 people have died in pre-election political violence, which has displaced tens of thousands from their homes, most of them opposition supporters.\u003cbr/\u003eThe Zimbabwe Association of Doctors for Human Rights said most of the dead were victims of militants from Mugabe's party, but at least five were ruling party supporters. \u003cbr/\u003eThe group said 14 more victims were added
