Exterior of the conference venue\u003cbr/\u003eJapan opened an international whaling conference on Tuesday by blasting a boycott by dozens of anti-whaling nations, saying their absence would block much-needed reforms of the International Whaling Commission (IWC).\u003cbr/\u003eThe conference, which Japan called as part of its push to resume commercial whaling, was attended by only about 35 of the 72 members of the IWC. \u003cbr/\u003eThe boycotters included anti-whaling countries Britain, Australia and the United States.\u003cbr/\u003eThe boycott illustrates the intense divide over Japan's whaling program as anti-hunt protesters have clashed - sometimes violently - in recent days with Japanese whaling ships in the South Pacific.\u003cbr/\u003eA global moratorium on commercial whaling has existed since 1986, but Japan kills hundreds of whales each year under a scientific whaling program conducted within the commission's rules. \u003cbr/\u003eThe meat from the program is sold as food.\u003cbr/\u003eTokyo maintains that whaling is a national tradition and a vital part of its food culture, and argues that whale stocks have sufficiently recovered since 1986 to allow a resumption of limited hunts of certain species.\u003cbr/\u003eMany environmental groups claim Japan's research program is merely an excuse to keep Japan's tiny whaling industry alive.\u003cbr/\u003eThe conservation group Greenpeace, long hostile to Japanese whaling policy, accused Japan of trying to 'pack' the meeting by inviting nations such as St Kitts and Nevis - a Caribbean country with no whaling interests - with thinly-disguised financial inducements.\u003cbr/\u003eOpponents also allege that Japan provides aid to friendly nations in the IWC in exchange for their support.\u003cbr/\u003eRepresentatives at the conference denied their support had been purchased with Japanese assistance.\u003cbr/\u003e\"We had an invitation from the Japanese government to come to the meeting (conference) and if there is an opportunity to find a solution for IWC (International Whaling Commission) then we would like to contribute\", said Turid Rodrigues Eusebio, the representative from Norway, a leading\u003cbr/\u003epro-whaling country.\u003cbr/\u003e\"We are not a whale-hunting country, but the matter of resources within our sea is very important to us,\" said Cedric Liburd, the fisheries minister of St. Christopher-Nevis. \u003cbr/\u003eBut Junichi Sato, Greenpeace whale project leader in Japan described the proceedings as an attempt to commercialise the IWC.\u003cbr/\u003eAnti-whaling groups have recently taken their fight against whaling to the seas, in a confrontational fashion. \u003cbr/\u003eAn anti-whaling group's boat and a Japanese whale-spotting vessel collided twice in Antarctic waters on Monday during clashes over a pod of whales, conservationists and Japanese officials said.\u003cbr/\u003eBoth the Sea Shepherd conservational group and Japanese officials claim their vessel was rammed by the other's on Monday, leaving the protest ship Robert Hunter with a one-meter (three-feet) gash in its stern above the water line.\u003cbr/\u003eGlen Inwood, a spokesperson Japan's Institute for Cetacean Research condemned the protesters actions and said they were running 'pirate vessels'.\u003cbr/\u003eA spokesperson at Japanese research whaling body condemned the protested which collide against Japanese whaling vessels already twice in less than a week as \"a piracy act\".\u003cbr/\u003e\"It is very clear from all the footage people have seen, who rammed who.
