As you know this new variance C-J-D - which appeared in England around 1995 - is a form of C-J-D that attacks younger people. We believe the evidence strongly suggests that it was acquired from eating meat so it spread from animal species to humans . And therefore we think there is a theoretical risk that anybody who spent time in England could in fact be subject to new variance C-J-D. There's been 43 cases.\"\u003cbr/\u003eSUPER CAPTION: Dr. David Sachter, Assistant Secretary for Health and Surgeon General\u003cbr/\u003eBut the ban is strictly a precaution - there is no evidence that any mad cow-type illness has been spread through blood transfusions.\u003cbr/\u003eU-S blood banks will have six months to phase in the ban on donations by Americans who spent a total of six months in Britain between January 1, 1980, and December 31, 1996 - when Britain began destroying mad-cow-infected herds. \u003cbr/\u003eSOUNDBITE: (English)\u003cbr/\u003e\"We have agreed to defer donors who have spent six months or more in England between 1980 and 1996 until we have a better understanding of how new variances of CJD is spread.\"\u003cbr/\u003eSUPER CAPTION: Dr. David Sachter, Assistant Secretary for Health and Surgeon General\u003cbr/\u003eOn Thursday, the panel discussed the status of implementation of the current policy and initiatives in the private and public sector which could increase safety measures.\u003cbr/\u003eThe August 18 decision is controversial because the United States is poised for blood shortages.\u003cbr/\u003eBlood donations are already down and the American Red Cross says the new policy will cut the blood supplies by a further two point two percent.\u003cbr/\u003eBut the United States is not the only country that has deferred blood donors from the United Kingdom.\u003cbr/\u003eCanada has issued similar restrictions while Germany is still undecided which way to go.\u003cbr/\u003eSOUNDBITE: (English)\u003cbr/\u003e\"I think there's a basic disagreement about which way to turn, on the one hand safety takes priority, in our decision to defer, in the German situation they're still not convinced that the risk is real enough and they're trying to retain the supply of blood that's available to the people. You're kind of caught on the horns of a tough dilemma. If you err on the side of safety you loose donors and the supply problem is real. There isn't enough blood at all times to give it to everyone who needs it. If you guess wrong you could really spread a lethal and nasty disease into the blood supply. My own feeling is the chance of that is very, very, very remote, this looks like a disease that isn't transmitted by blood transfusions.
