I think that's the right direction. I'd like to make it a - I think it ought to be at least on an annual basis, but we're going to take it one step at a time. And so rather than having this kind of lurching between is it every other year, is it every six years, we're now committed to doing it, both of us, in 2011. I think that's a good thing. But it shouldn't just be two days of talks every year. And that's why I think these - the more we kind of filter these out into different expert agendas or areas where we're having ongoing discussions about law reform, about labour, about whatever, I think we're more likely to make real progress over time.\"\u003cbr/\u003e5. I come out of the NGO world and I have spent a lot of time in frustrating meetings where it feels that everything is scripted and I'm always like, 'let's get to the real issues'. We were actually - we were talking about the real things. We were not - people weren't giving long recitations without a back and forth. We really had a discussion about both issues where we can agree and where we can move forward in a cooperative way, but we also had a real dialogue, a constructive dialogue - respectful in tone, but very direct about things where we don't agree. Posner leaving\u003cbr/\u003eThe US State Department said on Friday there had been no breakthrough in talks with China on human rights issues.\u003cbr/\u003eIt followed the first discussions on the subject between Washington and Beijing since 2002.\u003cbr/\u003eThe Obama administration wants to push Beijing to treat its citizens better, but it also needs Chinese support on Iranian and North Korean nuclear standoffs, on climate change and other difficult issues.\u003cbr/\u003eA senior US official said that the two-day meeting laid groundwork for more regular talks to soothe an irritant in relations between the two world powers.\u003cbr/\u003eMichael Posner, the Assistant Secretary of State, told reporters that another round will happen in Beijing some time next year.\u003cbr/\u003eThe countries also plan early talks on legal matters and Posner said he will participate in a high-profile economic and security summit in Beijing this month.\u003cbr/\u003e\"In two days, we're not going to change major policies or major points of view, but we laid a foundation to continue,\" Posner said. \u003cbr/\u003e\"The tone of the discussions was very much, ``We're two powerful, great countries. Barack Obama infuriated China by announcing  arms sales worth 6.4 (b) billion US dollars (five billion euros) to Taiwan, the self-ruled island claimed by Beijing as its own, and by meeting with the Dalai Lama, the exiled Tibetan Buddhist leader China calls a separatist.\u003cbr/\u003ePosner said in addition to talks on freedom of religion and expression, labour rights and rule of law, officials also discussed Chinese complaints about problems with US human rights, which have included crime, poverty, homelessness and racial discrimination.\u003cbr/\u003eHe said US officials did not whitewash the American record and in fact raised on its own a new immigration law in Arizona which requires police to ask about a person's immigration status if there is suspicion the person is in the country illegally.\u003cbr/\u003eThe US was represented by officials from the State Department, White House, the departments of Commerce, Justice, Homeland Security, Labour, the trade representative's office and the Internal Revenue Service. \u003cbr/\u003eThe Chinese side was led by Director General for International Organizations Chen Xu and included officials from nine agencies.\u003cbr/\u003eThe officials discussed Tibet, the Uighur ethnic group in the Chinese province of Xinjiang and specific dissident individuals where US has worries. \u003cbr/\u003ePosner would not provide details, except to say that the team raised the cases of Liu Xiaobo, an author-dissident serving an 11-year prison sentence on subversion charges, and Gao Zhisheng, a crusading human rights lawyer.\u003cbr/\u003eThe officials spent part of Friday travelling around Washington for meetings, including, Posner said, a visit to the US Supreme Court, where they were briefed by retired Justice Sandra Day O'Connor on the
