Libya also committed itself as of today to act as if the protocol is in force, which again is a sign of good cooperation and transparency. But what's important is for us, the international community, to try to channel all the capability in Libya for all the economic and social development as Libya has announced that this is a new chapter now for Libya to move from a policy of confrontation, from a policy based on weapons of mass destruction, into a policy that is geared into economic and social development and security, that is based primarily on good cooperation with the international community.\"\u003cbr/\u003e5. ElBaradei and official at table\u003cbr/\u003eThe United Nations nuclear chief, Mohamed ElBaradei, on Monday praised Libya for its cooperation during recent nuclear weapons inspections.\u003cbr/\u003eElBaradei told reporters Libya had shown true committment to using nuclear technology for peaceful purposes and would sign an additional protocol to the Non-Proliferation Treaty go before the UN member states in March. \u003cbr/\u003eThe protocol will allow more thorough snap inspections.\u003cbr/\u003eElBaradei said inspectors found uranium enrichment centrifuges bought on the black market that could have been used in a weapons programme.\u003cbr/\u003e\"It's too early to tell but they're familiar designs and we can identify the origin of the drawings at least or where it originated. received its weapons equipment \"through the black market and middle people\".\u003cbr/\u003eThe head of the International Atomic Enery Agency and his team of experts visited four previously unmentioned nuclear sites in and around Tripoli on Sunday and he said all the equipment had been dismantled and boxed up. \u003cbr/\u003eThe inspections follow leader Moammar Gadhafi's decision to abandon his country's attempts to produce weapons of mass destruction.\u003cbr/\u003eLibya is one of just 14 countries that has neither signed nor ratified the 1993 Chemical Weapons Convention prohibiting the production, storage and use of chemical weapons.\u003cbr/\u003eOn Monday, ElBaradei declined to reveal the number or names of Libyan scientists or whether they received training in Europe or the United States but said they were \"well competent scientists\".\u003cbr/\u003e\"That is good for Libya ... to work on the peaceful development in nuclear programme for civilian purposes,\" he said.\u003cbr/\u003eThe UN official, who was to leave Libya later on Monday, met Matouq Mohammed Matouq, a Libyan deputy prime minister and head of the country's nuclear programme, to develop a plan for future inspections.\u003cbr/\u003eThe visit by the UN team is part of an international effort to ensure the North African state has no weapons of mass destruction.
