began a two-year effort to scrutinise fraud, waste and abuse under the Bush administration.\u003cbr/\u003ePaul Bremer (Lewis Paul Bremer III), who ran Iraq after the US invasion, said he did the best he could to kick-start the Iraqi economy under the circumstances.\u003cbr/\u003e\"It is difficult to give a full picture of the desperate situation in Iraq in May 2003.\" Bremer told a House the money after 363 tons of cash was loaded onto airplanes and sent into the war zone in 2003. \u003cbr/\u003eWaxman, one of the chief investigators for Democrats who took control of Congress this year, said US officials had no way of knowing whether the cash would wind up in enemy hands.\u003cbr/\u003eRepublicans countered that the Democrats were reviewing stale news to embarrass the administration.\u003cbr/\u003eRepresentative Tom Davis, ranking Republican and former chairman of the committee, accused Democrats of making a rush to judgement in the that the money belonged to Iraqis and came from the UN-run oil-for-food programme and from seized Iraqi assets. \u003cbr/\u003eThe majority of the Iraqi funds were in US dollars and kept in the Federal Reserve Bank of New York before they were transferred to Iraq.\u003cbr/\u003eBremer said the ideal solution would have been to install modern financial systems for control of the Iraq funds.\u003cbr/\u003eRegarding the Iraqi government payroll records, Bremer said, \"Ideally we would have liked to put those records straight before paying the salaries and pensions, but as often in Iraq the ideal collided with the harsh realities on the ground.\" \u003cbr/\u003e\"Delay would have been demoralising and unfair to the millions of Iraqi families and it might well have exacerbated danger to the American soldiers on the ground,\" he added.\u003cbr/\u003eThe special inspector general for Iraq, Stuart Bowen, reported in January 2005 that 8.8 (b) billion US dollars in the Iraqi
