Machine carrying out longwall dust mining, similar to the method used in Upper Big Branch mine\u003cbr/\u003eIn the US town of Montcoal, West Virginia, anxious family members clung to what the state governor called a \"sliver of hope\" on Wednesday, as rescuers drilled into the local coal mine where 25 miners died in an explosion, hoping to vent enough poisonous gas to safely get inside and look for possible survivors.\u003cbr/\u003eCrews had drilled one hole and were working on two more to release enough methane gas so searchers could enter the Upper Big Branch mine to look for survivors in the worst U.S. mining accident in more than two decades.\u003cbr/\u003eInvestigators believe a buildup of methane contributed to the explosion, and the mine has repeatedly been cited for problems with its ventilation system, which clears away the highly combustible gas. \u003cbr/\u003eLike many other mine operators, owner Massey Energy Company frequently sidesteps hefty fines by aggressively appealing safety violations at the mine, according to an Associated Press analysis of mine safety records.\u003cbr/\u003eRescuers hoped the four miners might somehow have reached a chamber where they could survive for four days, though they acknowledged the odds were against them. \u003cbr/\u003eEighteen bodies remained in the mine, but emergency workers were only able to identify four before poisonous gas forced them out Monday.\u003cbr/\u003eThey banged on a drill pipe for about 15 minutes after the first hole was complete but got no response.\u003cbr/\u003eFamily members could do little but wait.\u003cbr/\u003eSeven bodies were pulled out after the explosion, and two miners were taken to hospital. \u003cbr/\u003eJoe Manchin, West Virginia Governor, said on Wednesday that one was doing well and the other was in intensive care. \u003cbr/\u003eEighteen bodies remained in the mine, but emergency workers were only able to identify four before poisonous gas forced them out on Monday.\u003cbr/\u003eCrews later planned to set off small explosions on the surface to send a seismic signal to the mine. \u003cbr/\u003eMiners are trained to bang back on the drill''s casing, and sections of mine roof contain numerous metal bolts that trapped miners can bang on to signal their presence.\u003cbr/\u003eIt''s not clear how long it will take to vent enough methane so rescuers can enter the mine. \u003cbr/\u003eOnce they do, it could take less than two hours for a team to get far enough inside to check for survivors, depending on conditions, said Kevin Stricklin, a Mine Safety and Health Administration official. \u003cbr/\u003eThey would be about 1-thousand feet below the surface, and at least a mile-and-a-half from the entrance.\u003cbr/\u003eThe quality and quantity of coal produced at Upper Big Branch make the mine one of gems of Massey''s operation.\u003cbr/\u003eThe mine produced more than 1.2 (m) million tons of coal last year and uses the lowest-cost underground mining method, making it more profitable. \u003cbr/\u003eThe mine produces metallurgical coal that is used to make steel and sells for up to 200 US dollars a ton - more than double the price for the type of coal used by power plants.\u003cbr/\u003eFederal regulators probing the explosion plan to review Massey''s safety violations, many of which involved venting methane gas. If the odourless, colourless gas is not kept at safe levels, a small spark can ignite it.\u003cbr/\u003eThe Mine Safety and Health Administration on Wednesday appointed a special team of investigators to look into the blast. It includes safety officials from outside the district normally responsible for enforcement at the mine.\u003cbr/\u003eMassey is still contesting more than a third of all its violations at the Montcoal, West Virginia, mine since 2007. In the past year, federal inspectors have proposed more than 1 million US dollars in fines for violations at the mine. Only 16 percent have been paid.\u003cbr/\u003eBombarding federal regulators with appeals is an increasingly common industry tactic since the 2006 Sago mine disaster that killed 12 led to stiffer fines and new enforcement to punish the worst offenders, according to AP''s review of records from the Mine Safety and Health Administration.\u003cbr/\u003eIn an interview Tuesday with AP, Massey CEO Don Blankenship downplayed the link between the ventilation system and the accident.\u003cbr/\u003eHe said the chances of miners making it out of the violent explosion alive were dim, and \"I think it dims every day.\"\u003cbr/\u003eThe death toll in Monday''s explosion was the highest in a US mine since 1984, when 27 people died in a fire at Emery Mining Corp.''s mine in Orangeville, Utah. \u003cbr/\u003eIf the four missing bring the total to 29, it would be the most to die in a U.S. coal mine since a 1970 explosion killed 38 at Finley Coal Company in Hyden, Kentucky.\u003cbr/\u003eStricklin said the mine was shut down 29 times last year which he says is higher than average.\u003cbr/\u003eAnd West Virginia Democratic Congressman Nick Rahall said he heard from people who he spoke to that \"something''s fishy here, that there are corners being cut.\"\u003cbr/\u003eThe small community is also sharing Rahall''s concerns about miners'' safety.\u003cbr/\u003eOne resident who was once married to one of the survivors said: \"I hope that some of the things can happen is that they will take more safety precautions that the way the mine is handled, the way that the company promotes safety and what they do when they''re in violation of anything that they should be doing.\"\u003cbr/\u003eAnother resident who knew some of the miners said \"It''ll be scary every time their sons or one of their nieces and nephews whatever goes down.
