Bush said on Wednesday he will withhold judgment about top aide Karl Rove's involvement in leaking the identity of a CIA operative until a federal criminal investigation is complete. \u003cbr/\u003eThe lack of an endorsement surprised some Bush advisers who expected the president to speak up.\u003cbr/\u003eTalking to reporters at the end of a meeting with his Cabinet, Bush said he has instructed his staff to fully cooperate with the investigation into the leak.  \u003cbr/\u003eWhen asked whether deputy chief of staff Rove acted improperly in discussing a CIA operative's identity with a reporter, Bush said he will \"not prejudge the investigation based on media reports.\"\u003cbr/\u003ePressed further, Bush said only that it's a \"serious investigation,\" and added he would have more to say once the probe is complete.\u003cbr/\u003eRove talked about Valerie Plame - a former undercover CIA operative - without using her name in a July, 2003 conversation with Time magazine reporter Matthew Cooper.\u003cbr/\u003eCooper then wrote an article that identified her.\u003cbr/\u003eRove's conversation with Cooper took place five days after Plame's husband, Ambassador Joseph Wilson, suggested a magazine story that some of the intelligence related to Iraq's nuclear weapons programme was exaggerated.\u003cbr/\u003eBush's statement on Wednesday was a surprise for some White House advisers and senior Republicans who had expected the president to deliver a vote of confidence for Rove.\u003cbr/\u003eWhite House spokesman Scott McClellan said Bush didn't feel the need to express his confidence because he wasn't directly asked if he supports Rove.  \u003cbr/\u003eBut McClellan maintained, Bush still has confidence in his top aide.\u003cbr/\u003eMeanwhile, Matthew Cooper was at the US District Court on Wednesday to testify before the grand jury investigating the leak. \u003cbr/\u003eAfter a two and a half hour appearance, Cooper said only that he \"testified openly and honestly,\" but did not divulge any details of what transpired there. \u003cbr/\u003eCooper had refused to reveal his source for the story but agreed to do so after a confidentiality
