services]\u003cbr/\u003e   ''We have been testing a plain language brochure to help consumers keep costs lower.\"\u003cbr/\u003e   over-the-credit-limit fees wont be charged for more than 90 days.\u003cbr/\u003e   and last week Citigroup announced it'll no longer raising interest rates on credit cards if consumers fail to pay other creditors on time. \u003cbr/\u003e   But a consumer
