And we'll make a judgement as to whether or not they do that, but somehow people are precluding, you know, jumping ahead of the game. They have yet to make a full declaration. Why don't we just wait and see what they say before, you know, people go out there and start giving their opinions about whether or not this is a good deal, or a bad deal. But one thing is for certain - the most effective way to deal with this issue is to do so with parties like China and Japan and Korea joining the United States and South Korea with a common voice. The whole object of this exercise is to convince the leader of North Korea to give up his nuclear weapons ambitions. That's the whole object. I believe if North Korea's declaration is not satisfactory, or if the declaration is not satisfactory, we could probably have a temporary achievement, but in the long term, that will cause a lot more serious problems.  I believe President Bush shares this thought with me. Mr President Bush explained just now, the declaration and verification process has not begun. We are still waiting for North Korea to declare their full programme. They should not get away with this temporary measure. The United States is not dealing with North Korea alone. There are other parties to the six-party talks and they must all agree to North Korea's declaration, so in that regard, North Korea's declaration of their nuclear weapons programme should be complete and correct and verification - I'm not sure how that is going to take, but North Korea must faithfully cooperate with the verification process.  All the parties of the six-party talks are with one mind, that the verification process must be full and complete and satisfactory. I think it's inappropriate and unconstructive for us to have too many doubts before the process even begins. Bush and South Korean President Lee Myung-bak said on Saturday that there still is a chance to make progress on eliminating North Korea's nuclear weapons programmes, urging critics to see what Pyongyang says in a required declaration before deciding whether nations are being too lenient.\u003cbr/\u003eStanding side by side with Bush at a news conference at the Camp David presidential retreat in Maryland, where the two leaders met for two days of talks, Lee urged \"persistent patience.\" \u003cbr/\u003eIt was, he said, difficult to convince North Korea to give up its nuclear weapons programmes, but it was not impossible.\u003cbr/\u003e\"All the parties of the six-party talks are with one mind, that the verification process must be full and complete and satisfactory,\" he said.\u003cbr/\u003e\"I think it's inappropriate and unconstructive for us to have too many doubts before the process even begins.\"\u003cbr/\u003eNuclear talks between North Korea and five other nations, including the United States and South Korea, are stalled over whether Pyongyang will hand over a promised full declaration of its nuclear programmes - its uranium enrichment program as well as alleged proliferation activities - in return for concessions. \u003cbr/\u003eThe North made unprecedented progress last year, including closing its working plutonium reactor, but work slowed in a dispute over how much the North had to reveal in the declaration, due in December.\u003cbr/\u003eThe Bush administration apparently has decided that the declaration's exact contents are less important than an assurance that the nuclear negotiators can check up on Kim Jong Il's government to make sure it has told the truth.\u003cbr/\u003e\"They have yet to make a full declaration,\" Bush said.\u003cbr/\u003e\"Why don't we just wait and see what they say before, you know, people go out there are start giving their opinions about whether or not this is a good deal, or a bad deal.\"\u003cbr/\u003eHe added that one thing was certain  the most effective way to deal with the issue was through the six-party talks.\u003cbr/\u003e\"The whole object of this exercise is to convince the leader of North Korea to give up his nuclear weapons ambitions. the nation he once included in his so-called \"axis of evil.\" \u003cbr/\u003eThey claim Bush appeared more interested in striking a deal with Pyongyang before he leaves office than making North Korea honour its pledge.\u003cbr/\u003eLee, a pro-American conservative, has taken a stronger stance against North Korea's nuclear programme than his more liberal predecessor, Roh Moo-hyun. \u003cbr/\u003eLee's get-tough rhetoric against his communist neighbour may even be tougher than Bush's at the moment.\u003cbr/\u003eBut he and Bush were on the same page during their joint appearance.\u003cbr/\u003eBush said it was possible that North Korea was trying to stall by not turning in the declaration, but he insisted the key thing was a peaceful and diplomatic solution to the
