For decades the Soviet government pumped money into mineral-rich Chukotka, subsidising hefty benefits for locals and paying bonuses to Russians and Ukrainians to come and work in the region.  A delivery programme brought in supplies of food, fuel, clothing and manufactured goods regardless of cost.  Now the autonomous province can still not provide for itself as 'earnings' from the raw materials it exports to the south fail to materialise in cash-strapped Russia.
