Raul, he wanted negotiation with the United States,\" she said.\u003cbr/\u003eBut radio commentator Ninoksa Perez predicted little change.\u003cbr/\u003e\"The Cuban people will not have any individual freedoms or hold free and democratic elections, so this doesn't really mean any change.\" she said.\u003cbr/\u003eCallers voiced their opinions on Fidel Castro's resignation to radio talk-show host Armando Roura during his afternoon broadcast in Miami on Tuesday.\u003cbr/\u003eRoura said that most of his listeners were aware that the change of power was \"part of a plan\" and he also described it as \"a tragic comedy.\"\u003cbr/\u003eMeanwhile, Cuban-Americans in New Jersey expressed scepticism over the possibility of change.\u003cbr/\u003eTuesday's news dominated conversations at the tables of El Artesano, a family owned restaurant in the heart of Union City, part of a northern New Jersey area that has the nation's largest concentration of Cuban-Americans after Miami.\u003cbr/\u003e\"I think the next person has got a problem, big pair of shoes to fall in.
