Back shot of bullock cart  \u003cbr/\u003eIf people can't go the bank, let the bank come to them.\u003cbr/\u003eThat's the philosophy behind a new venture launched by the State Bank of India.\u003cbr/\u003eFinancial literacy remains low in India and many in rural villages have never heard of a bank.\u003cbr/\u003eIn areas where no banking infrastructure is available, the State Bank of India is providing facilitators who offer basic financial services on the doorsteps of the country's vast rural population.  \u003cbr/\u003eRoshan Nasir Penkar is a rural bank teller.\u003cbr/\u003eShe works from her small home in Navgaon village in Maharashtra's Raigad district.\u003cbr/\u003eAs the State Bank of India's banking facilitators, she and her husband, Nasir Ismail Penkar, help villagers open new accounts, deposit their savings and withdraw them when needed. \u003cbr/\u003eRoshan and Nasir are not formally employed with the bank, but earn a commission per transaction.\u003cbr/\u003eThe tools of their trade include a computer, a scanning and finger-printing machine and a wireless internet card.\u003cbr/\u003eIt is not easy to convince villagers to open savings accounts Roshan says, especially the less educated farmers and migrant workers. \u003cbr/\u003eBut the credibility of the government-owned State bank and the assurance that their money will be safe has brought many villagers into the ambit of banking services.       \u003cbr/\u003e\"Most of the people here belong to the Koli community and are uneducated, so it is a very difficult to make them understand. So, first the account has to opened and people have to be made financially literate, that can be done only through human beings,\" says Krishna Kumar , Managing Director of the State bank of India. \u003cbr/\u003eTea and snacks vendor Mohsin Mohammad has been a reluctant convert to banking.\u003cbr/\u003eHis earnings hardly ever exceed a couple of dollars a day and he felt no need to open a bank account.\u003cbr/\u003eConvinced by his friend and rural teller Nasir to at least try out the service, Mohammad decided to give it a shot.\u003cbr/\u003eA quick trip to the nearby Penkar home, a simple application and a scanned photo and finger print later and Mohammad has joined the ranks of more than 70 million new bank account holders in the country.\u003cbr/\u003eThe account details are sent to the district head office of the bank and it takes about two days for it to become functional. \u003cbr/\u003e\"State Bank of India means a national bank. There is no question of losing your money with them and it is near my home so I can deposit and withdraw money anytime, that is why I have opened an account here,\" says Mohammad.\u003cbr/\u003eThe tellers, mostly locals from the village, personally know everyone in the neighbourhood and that helps in getting villagers on board.\u003cbr/\u003eThe average deposit amounts to only a couple of dollars and earns about 4 percent annual interest as stipulated by India's federal bank.\u003cbr/\u003eNo transaction is allowed to exceed 10,000 rupees ($USD 190) to minimise the possibility of theft.\u003cbr/\u003eAnd there are no bank charges. \u003cbr/\u003eThe innovative banking system especially helps those not familiar with use of technology.\u003cbr/\u003e\"In the ATM you need to dial the code. It is complete safety for the customer and there is no hassle of filling in forms,\" says Nasir. \u003cbr/\u003eMobile tellers are common in many other countries, encouraging the rural poor to save and protect their money and expanding the reach of banking to new areas.\u003cbr/\u003eThe growing army of rural roving tellers is hoping to reach nearly 50 percent of India's 300 million households currently without bank accounts.\u003cbr/\u003eThe State Bank of India is also approaching administrative heads of villages to reach out to more and more potential customers.\u003cbr/\u003eSiddhanath T.Patil, the head of Vaijali-Hashiware village says access to basic banking services can make life much easier for villagers, especially old pensioners who have to travel far to get their money every month:\u003cbr/\u003e\" Hashiware Vaijali is a big village, and most of the village population comprises of pensioners. So if the pension payment could be arranged in this village itself then it will be very beneficial for our people.\"\u003cbr/\u003eState bank officials say they are currently losing money on most new accounts opened by the rural banking facilitators because of the small sums of deposits involved.\u003cbr/\u003eThis will change over time, they say, as the habit of saving grows and more people become part of the banking customer base.\u003cbr/\u003eThe bank officials also hope the services will promote better financial practices like withdrawing from savings or taking loans from the bank rather than borrowing at high rates of interest from village money lenders.\u003cbr/\u003ethese villagers go to money lenders and take the money from them at very-very high rates of interests, which are even as high as around three to four percent per month which makes it around 40-48 percent per annum. So, at these rates of interests obviously no one can survive and by the banking correspondents, they will tell the villagers that banks will give loans, such loans to them at very very reasonable rates of interests and by which they will be able to do their entire business activity,\" says Kumar.\u003cbr/\u003eIndia's federal bank has now ordered commercial banks to set up facilitators in
