So that means that the segregation is at work at the barangay level and all the residuals are coming here. So these residuals are what we process in the production area of our concrete products. Tight shot of bricks then pullout to Dela Cruz walking\u003cbr/\u003eA suburb of the Philippines capital, Manila, hopes to soon achieve 'zero waste', through an innovative scheme of residential recycling and converting non-recyclable waste to make construction products. \u003cbr/\u003eThe town of Teresa is setting an example it hopes the rest of the massive metropolis will one day follow. \u003cbr/\u003eThe Philippines capital has a smelly problem. \u003cbr/\u003eA recent study by a government agency shows each resident in Metro Manila (total metropolitan area of the capital) produces an average of 600 grams of garbage a day. \u003cbr/\u003eWith a population of almost 10 million that means the mega city is producing over 6,000 tons of garbage a day.\u003cbr/\u003eRight now, the answer is to bring all of the garbage to landfills located in towns just outside the metropolitan area of Manila. \u003cbr/\u003eThere are currently three major landfills, but even these landfills can barely handle the daily garbage load. \u003cbr/\u003eAs a result, a significant amount goes to illegal or uncontrolled dumpsites.\u003cbr/\u003eA little town east of the city may just have the answer. \u003cbr/\u003eRodel Dela Cruz is the mayor of the town of Teresa. \u003cbr/\u003eShe says that before they started the project, the local dumpsite was  \"big as a mountain. It was smoky, smelly, full of flies,\". \u003cbr/\u003eThe ambitious project involved turning some of the garbage into usable construction materials and organic fertilisers. \u003cbr/\u003eBut first local residents had to be taught how to separate their rubbish at home in to organic and inorganic material at home. \u003cbr/\u003eA study made by town officials revealed that 50% of the local garbage is biodegradable or compostable materials, like leftover food, vegetable and fruit refuse. \u003cbr/\u003eA further 30% is reusable materials or objects that can be sold to the local junkyard like bottles, newspapers and tin cans. \u003cbr/\u003eAbout 15% is residual waste or objects that the recovery facility can ground to a pulp and mixed with cement and sand to form construction materials.\u003cbr/\u003eSorting rubbish at home removed almost 80% of the garbage brought to the local dump. \u003cbr/\u003eNow only residual wastes are brought to the alternative dumpsite, or what they call the Material Recovery Facility (MRF).\u003cbr/\u003eMarlon Pielago is an environmental officer in the town. \u003cbr/\u003eHe says that 95% of the town's waste from the various village districts called barangays (villages) were non-recyclable, but now they can convert it into construction materials. \u003cbr/\u003ePielago says that they pulverise everything from plastics to shoes, mix it with cement and sand and use it as concrete material for bricks. \u003cbr/\u003eFive kilos of residual wastes are mixed with 50 kilos of sand and a bag of cement, which can produce 200 bricks. \u003cbr/\u003eThe facility currently produces just 600 bricks a day, this is because a lack of electricity at the dumpsite makes them dependant on generators. \u003cbr/\u003eBut once a World Bank-funded electrification program is put into place, they aim to produce at least 200 bricks per hour.\u003cbr/\u003eNina Del Rosario of Clean Technologies says their company produces the machine that pulverises the residual wastes and the chemicals that are used to hasten the decomposition of the wet garbage.\u003cbr/\u003eDel Rosario says that everything that enters the facility can be converted into \"construction materials or compost or organic fertilisers. \" \u003cbr/\u003eThe facility is not yet working at full capacity. Clean Technologies say that if they had bigger equipment the facility's handling capacity could be \"increased to 4 tons a day (on an 8-hour shift) and the town of Teresa could then achieve \"zero waste\" says Del Rosario. \u003cbr/\u003eManila has 17 cities and towns with several municipalities. \u003cbr/\u003eThe solution, according to Del Rosario, is not to have one big facility that can handle everything, but to have several facilities spread all over the metropolis.\u003cbr/\u003eAnd, as in Teresa, a key component would be the segregation of garbage in the household level to significantly reduce the load that will go to the facilities.\u003cbr/\u003eDel Rosario says that municipal governments are not aware that the technology to convert the waste into something useful exists. \u003cbr/\u003eMayor Dela Cruz says he is willing to help other government officials in solving the garbage problem in Metro
