But the fact is Venice, Paris, Kyoto, these are absolutely irreplaceable treasures of the world. This is why America did not bomb Kyoto at the end of the war because Secretary of War Stimpson argued to President Truman that Kyoto is more than just for the Japanese, it's a treasure of mankind. And he falls in love with the bell ringer's daughter and one day the bell ringer dies and he has this question when evening comes should he ring the bell? And he thinks 'oh well why not?' and he does. Then the next night comes and he rings it again and after a year or so goes by he suddenly realises that he's become the bell ringer and he can't stop. And so here I am and I can't stop."
40. Wide of city centre viewed from mountain to the east of the city .
The Japanese city of Kyoto traditionally conjures up images of a beautifully preserved historic city.
But the face of modern day Kyoto is rapidly changing to accommodate a growing population.
From a certain point of view the Japanese city of Kyoto looks steeped in history and tradition, with immaculately preserved temples and old traditional style houses.
From another wider perspective Kyoto is starting to look like a bland modern concrete city not unlike most big cities around the world.
Author Alex Kerr has lived in the city for over thirty years and has witnessed the change in Koyoto firsthand.
Kerr says that because the Japanese and the world see a lot of photographs of beautiful temples and small traditional houses, people are unaware that the city of Kyoto has been drastically altered over the past few decades.
Kerr says that the worst of the damage has been over the last five or six years.
Kyoto's traditional town houses, known as Machiya, have suffered the worst fate under the new housing developments.
Thousands of Machiya have been destroyed within a few decades to make way for large apartment buildings.
Kerr has been at the forefront of a campaign to stop this trend.
Along with a group of associates, Kerr founded Iori, a company which acquires old Machiya, restores them, and rents them to visitors to Kyoto.
Kerr explains that Kyoto Machiya in particular have many distinctive characteristics, such as the old style of creating exteriors with slatted wooden doors and windows, a particularly clever feature as it allows air through and means that people from inside can look out without allowing those on the outside to look into the Machiya.
Koyoto Machiya also have small internal gardens called tsuboniwa (gardens in a bottle) which allow people to enjoy nature even while living in the city.
Kyoto Machiya incorporate the use of bamboo, lacquer, many different kinds of wood, tatami, plaster, metal ware, metal fittings and paper sliding doors.
Kerr believes that every effort should be made to preserve the old city centre of Kyoto.
He argues that there are ways to accommodate the housing needs of a growing population while still preserving the historic city centre.
Kerr says that for example by building outlying satellite towns with big apartment buildings that will house growing populations while the city centre remains intact.
Kerr says that Kyoto seems to be developing rapidly without the proper zoning laws, and plans that take into consideration the need to preserve the historic city centre.

<div
