So this interest was attractive for the banks, this interest is acceptable for us as investors and the most important component in the whole thing is that in Palestine we don't have long term or medium term loans. We cannot really. Banks provide commercial loans from one to five years and they'd like the principal to be paid back immediately next year and the year after. Various of streets and traffic in central Ramallah \u003cbr/\u003ePalestinians issued their first bonds on Tuesday, a new milestone in their effort to build the trappings of an independent state.\u003cbr/\u003eThe 70 (m) million US dollars in five-year corporate bonds was issued by the biggest company in the Palestinian territories, the Palestinian Development and Investment Co. (PADICO) which has investments in real estate, energy, pharmaceuticals, electronics, communications and tourism.\u003cbr/\u003e\"I think this shows the determination of the private sector to prove that they are contributing heavily to the State building of Palestine,\" said economist Mazen Sunokrot about the move. \u003cbr/\u003ePADICO's chief executive, Samir Hulileh, said the bonds would help to finance a 300 (m) million US dollar power plant and an entertainment and tourism centre in the West Bank. \u003cbr/\u003ePalestinian and Jordanian banks bought the bonds, he for thirty months ranging from 5-6.5 percent,\" Hulileh said.  \u003cbr/\u003eSalam Fayyad, the prime minister of the Palestinian Authority that controls the West Bank, said his government was encouraging the private sector to float bonds and\u003cbr/\u003eplanned to issue its own bonds at an unspecified date.\u003cbr/\u003eFayyad, a US-educated economist added that the government had dramatically reduced its reliance on foreign aid to a planned 970 (m) million US dollars this year from 1.8 (b) billion US dollars in 2008.\u003cbr/\u003eIn late 2009, Fayyad said he planned to lay the foundations of a state within two years.\u003cbr/\u003eLast month, the UN praised the Palestinian Authority's progress on building institutions required for a future state, such as governance, rule of law, human rights,\u003cbr/\u003eeducation and social services. \u003cbr/\u003eBut stalled peace talks with Israel and the presence of a rival government in the Hamas-ruled Gaza Strip have complicated the state-building effort.\u003cbr/\u003eLast week, the two major Palestinian factions signed an agreement meant to end the four-year rift between the West Bank and Gaza.\u003cbr/\u003eAnd the Palestinians are hoping to sidestep the deadlocked talks with Israel by asking the United Nations to recognise their independence at a vote in the annual General Assembly in
