If he needs a hit, he will pick a syringe off the ground, wash it in a puddle, and shoot up with it.\" \u003cbr/\u003eSUPER CAPTION: Konstantin, Infected with HIV\u003cbr/\u003eMoscow is also suffering under this second wave of H-I-V infections.\u003cbr/\u003eThe laboratory at Moscow's Centre for Fighting AIDS receives blood samples from all over the city.  \u003cbr/\u003eThe tests conducted here are repeat analyses from positive or questionable samples taken at other clinics.  \u003cbr/\u003eA positive AIDS test from this lab is a death sentence.  \u003cbr/\u003eDr. Aleksandr Olshansky confirms that the new jump in H-I-V infections is directly related to the increase in drug use.\u003cbr/\u003eSOUNDBITE: (Russian) \u003cbr/\u003e\"In 1999 we observed a dramatic rise in the cases of AIDS, of 5,000 cases.  Over the past 10 months, the number of cases has grown by 8,000.   We associate this rapid rise with the increased use of psychotropic drugs.\"\u003cbr/\u003eSUPER CAPTION: Aleksandr Olshanski, Head of Laboratory, Moscow City AIDS Centre\u003cbr/\u003eOrganisations with partial funding from international sources have tried to introduce needle exchange programmes.  \u003cbr/\u003ePilot programs exist in some regions of Russia,  but are too small and short-lived to make a permanent difference. \u003cbr/\u003eIn Moscow, city administrators are opposed to such exchange programmes, preferring to take a hardline on drug use in the capital.  \u003cbr/\u003eThe best that this organisation can do is give out free needle sterilisation kits, information pamphlets and a sympathetic ear.  \u003cbr/\u003eBut this is not enough.  \u003cbr/\u003eOnly massive preventative action on the part of the government through needle programmes and education will change the situation.\u003cbr/\u003eSOUNDBITE: (Russian) \u003cbr/\u003e\"HIV prevention is as natural as personal hygiene, washing your hands or brushing your teeth.
