Victims of crime say it's the only way to change a system that many say is designed only to protect the accused.\u003cbr/\u003ePresident Clinton joined those, including Republicans, who say it's time to reform America's system by changing one of it's most sacred documents.\u003cbr/\u003eTwo hundred twenty years ago our founding fathers were concerned, justifiably that government never, never trample on the rights of people just because they are accused of a crime. Today, it's time for us to make sure that while we continue to protect the rights of the accused, government does not trample on the rights of the victims.\u003cbr/\u003eSUPER CAPTION: Bill Clinton, U-S President\u003cbr/\u003eTwenty states already have victims' rights amendments.
