The other day in the supermarket, the owner said to me, ''The fact that you are not being paid is directly affecting me in the shop''. We are 120 workers in a small village that are now not spending as freely as we would. Man walking along street\u003cbr/\u003eAt the beginning of their shift two municipal police officers walk straight past the police vehicle that they would normal drive to patrol their village and surrounding areas. \u003cbr/\u003eBut for the last few weeks they have had to do the best they can patrolling the Murcian village of Moratalla on foot. \u003cbr/\u003eThe village council has said that it is bankrupt and to save money the officers can only use police car in an emergency.\u003cbr/\u003eJose Antonio Martin is the owner of a petrol station owed money by the council, his is one of the many services out of pocket. The council owes an estimated 9 (m) million euros (12.8 (m) million US dollars) to contractors. \u003cbr/\u003eThe council debt with Martin''s petrol station is in the region of 40 thousand euros (57 thousand US dollars) . He no longer allows municipal vehicles to use his petrol pumps. \u003cbr/\u003eIn this hillside pueblo of 8,500 people topped by a medieval era castle and surrounded by olive groves, the 120 town workers haven''t received their pay since May. \u003cbr/\u003eThe municipal pool is closed for the summer despite temperatures exceeding 40 degrees Celsius (104 degrees Fahrenheit) in the shade, town day care fees have been doubled, water bills will soon go up 33 percent and local business owners are seething over 9 (m) million euros (12.7 (m) million US dollars) owed to them by town hall for unpaid bills.  \u003cbr/\u003eIn a move seen as unprecedented among Spain''s 8,118 municipalities that illustrates the depth of the country''s financial woes, Moratalla''s officials are thought to be the first to declare their town is on the verge of going broke, and that the only way out is to drastically reduce services while boosting local taxes and fees in an austerity drive that could last eight years.\u003cbr/\u003eCandida Marin runs the council funded elderly day centre, she is also a union representative at the town hall. She  is worried that jobs are going to go at the public services. \u003cbr/\u003eAfter a three month wait she was finally paid one month''s salary in June. She explains what she sees as the knock effects drastic cuts particularly lay offs could have on a small community like Moratalla.\u003cbr/\u003e\"We are 120 workers in a small village that are now not spending as freely as we would. being hit by a crushing revenue hangover directly related to the country''s building boom that lasted from the 1990s but went bust in 2008. \u003cbr/\u003eAnd its happening amid heightened tensions that the nation could be next in line after Greece, Ireland and Portugal for a bailout.\u003cbr/\u003eDuring the boom, municipalities went on a spending spree as they raked in ever increasing amounts of money from building permit fees, new business license fees and increasing property tax revenues. \u003cbr/\u003eTown employees were hired in droves, and officials went on a building boom of their own, constructing new roads, schools, day care centres, tourist attractions, parks and places for retirees to gather.\u003cbr/\u003eNow construction is at a standstill and businesses are closing with grim economic growth prospects as Spain grapples with unemployment of nearly 21 percent, a eurozone high, and the local construction revenue is drying up. \u003cbr/\u003eMany towns are struggling to meet payroll, can''t fire workers because of public service employment rules, are making late payments to Spain''s national health care system and are trying to delay or restructure debt they took on for costly infrastructure projects.\u003cbr/\u003eDebt held by local Spanish governments stood at 35 (b) billion euros (49.8 (m) million US dollars)  at the end of 2010, up 11 percent from 2008, amid
