Palestinian flag waves in front of Balad campaign poster\u003cbr/\u003eAt a mosque in the northern Israeli-Arab city of Nazareth, the faithful pray toward Mecca, their futures uncertain as ever.\u003cbr/\u003eNear them black flags representative of the Palestinian solidarity movement and the green, red and black Palestinian flag, fly.\u003cbr/\u003eJust a few feet further, huge campaign ads by Arab parties beam slogans in massive Arabic script. \u003cbr/\u003eThe scene is revealing -  after the bruising war in Gaza and amidst worsening relations with Israel's Jewish majority, the state's Arab citizens face a troubling decision in Tuesday's polls: to vote and keep an Arab voice in the Israeli parliament, or boycott the elections, expressing the growing divide between the two populations.\u003cbr/\u003eDespite campaign fever throughout Israel ahead of the polls, more than half of eligible Arab voters will not vote, according to a swath of small polls and the private accounts of Arab politicians.\u003cbr/\u003eThose Arab parties who are trying to get out the vote are using advertisements that play on community fears, ranging from the war in Gaza, to the threat to Arab culture and rights in Israel.\u003cbr/\u003eA week before the polls open, the population was split.\u003cbr/\u003eIn the northern Israeli town of Taibeh, supporters of Arab lawmaker Ahmed Tibi were out en masse at a recent campaign event, showing no sign of an impending boycott. \u003cbr/\u003eTibi was welcomed with waving flags and boisterous cheering as he made his way through the town.\u003cbr/\u003e\"Both anger and frustration lead to two tendencies,\" Tibi said. \"One is saying let us sit in the house because we are angry and one is saying in order to take revenge, we should go in the day of elections and to vote for Arab parties.\" \u003cbr/\u003eTibi's United Arab List party is one of five Arab parties most Israeli-Arabs vote for. A Muslim party, two Arab nationalist parties, and a mixed Arab-Jewish party make up the others.\u003cbr/\u003eRelations between Jews and Israel's Arabs, who form one-fifth of Israel's 7 million citizens, are often tense, and hostilities tend to rise and fall depending on events on the ground, and more specifically, bloodshed: many Israeli Jews fear their Arab compatriots intend to destroy the state from within, and Arabs feel they have no stake a state created for Jews.\u003cbr/\u003eIsrael's Arabs are ethnic Palestinians who remained inside Israel's borders after the Jewish state was created six decades ago. They tend to pepper their Arabic with Hebrew, but their sympathies mostly lie with Palestinians, and they remain an unquestionably  largely disadvantaged minority.\u003cbr/\u003eRelations between Arabs and Jews frayed even more after a turbulent and bloody few weeks in Gaza and Israel, and the two communities are pooling into extremes.\u003cbr/\u003eRight-wing hardliner Avigdor Lieberman, who is running in the elections on a campaign vowing to strip citizenship from Arabs disloyal to the Jewish state, is expected to fair well, perhaps even supplanting the Labor party, and finishing third in the vote.  \u003cbr/\u003eIt is unlikely Lieberman could implement his extreme agenda, but his rising popularity reflects a mood in Israel hostile to its Arab minority.\u003cbr/\u003eMuch of that mood was set by Israel's punishing war in Gaza, undertaken it said, to halt Palestinian rocket fire that caused the deaths of some 1,300 Palestinians, many of them civilians.\u003cbr/\u003eThe operation was widely supported by Israeli Jews tired of years of rocket fire into their southern communities, while most of Israel's Arab community were angered by images of smashed homes and dead children broadcast on Arab news channels. \u003cbr/\u003ePolice broke up scores of Arab demonstrations protesting the war, arresting over 800 people, according to Adalah, an Arab legal centre in Israel.\u003cbr/\u003eAs the war continued, several Jewish political parties voted to ban Arab parties from participating in elections, citing their loyalty to Palestinians, rather than to Israel. \u003cbr/\u003eAlthough Israel's supreme court overturned the decision, the democratic affront wounded: many Arabs saw it as an attempt to strip down their rights, even as far-right parties freely call to expel Arabs from Israel.\u003cbr/\u003eArab participation in elections has consistently declined. In the last elections in 2006, 55 percent of eligible Arabs voted, compared to 68 percent of Israeli Jews, according to a sociologist from Haifa University.\u003cbr/\u003e\"We, here in Nazareth and inside Israel, we won't participate and we won't vote because God wills it and because of Gaza,\" said Nathem abu Slim, an Imam in Nazareth.\u003cbr/\u003eDespite the potential for votes, some Arab parties are trying to encourage unwilling voters to come out on election day without using harrowing images from the Gaza war.\u003cbr/\u003eThe head of the secular Balad party, Jamal Zahalka, has appeared in numerous advertisements trying to get Arabs out to vote on issues unrelated to Israel's Gaza onslaught.\u003cbr/\u003e\"We decided that we won't use the children of Gaza and the aggression against Gaza and the pictures of the dead at all for the elections to the Knesset,\" said Abed Tamesh, Balad's campaign manager. He accused parties who do use those images of \"selling blood to win votes.\"\u003cbr/\u003eTamesh said Balad has disseminated a viral ad campaign through the video sharing web site YouTube as a means to draw voters both to their party and to the polls.\u003cbr/\u003eJafar Farah, head of the advocacy group Mossawa, urged Israeli-Arabs not to remain silent in the upcoming elections as a way to mend the rift between the two groups.\u003cbr/\u003e\"We have to be pro-active in the political game and to lead all sides to a peaceful solution instead of leading both sides to the ongoing escalation and confrontation,\" he said.\u003cbr/\u003eAs with any ethnic minority in any nation ruled by another majority - especially with the history of Palestinian dispossession, the ongoing  Arab-Israeli
