We've offered several ideas to increase the attention to human rights in China. If the Clinton Administration doesn't like our proposals I wish they would make some of their own. I think just passing Most Favoured Status by itself without having taken some other steps to help indicate our commitment to human rights in Hong Kong and human rights in China is wrong. One step we are going to propose is to increase the broadcasting by Radio Free Asia to 24 hours a day, and it's in all the major Chinese dialects.
