Various of a bridge under construction\u003cbr/\u003e9 .Various of various of smoke coming out of factory chimneys\u003cbr/\u003eAs the world debates the impact of global warming on climate change, environmental groups in India say more diesel-run vehicles on the roads have increased air pollution in India's capital.\u003cbr/\u003eA top panel of international scientists warned on Friday that the warming of the climate system was unequivocal and the cause was \"very likely\" - meaning a certainty of 90 per cent - man-made.\u003cbr/\u003eAuthors of the 21-page report on why the planet is warming by the Intergovernmental Panel on Climate Change placed the onus on governments to stop prevaricating and take action.\u003cbr/\u003eCommuters on the streets in New Delhi agreed - but also accepted that the responsibility for bringing about a change also lay with the people themselves.\u003cbr/\u003eNew Delhi resident, Mahendra Singh told AP Television on Saturday: \"Vehicles, industries are all responsible and to a certain extent we ourselves are responsible. There is traffic, noise pollution, air pollution - so we are also responsible\".\u003cbr/\u003eAir quality in New Delhi, once rated among the world's most polluted cities, made a marked improvement after the government in 2000 ordered all public buses to modify diesel engines to run on less-noxious compressed natural gas.\u003cbr/\u003eSimilar regulations for motorised rickshaws and taxis also experts say the affect of these improvements will be wiped out, unless the government once again takes aggressive action to halt harmful emissions.\u003cbr/\u003eNew research by the Centre for Science and Environment showed that a sharp rise in air pollution was directly linked to the increase in diesel cars on New Delhi's roads.\u003cbr/\u003eNew Delhi already has 4.5 (m) million cars on the roads with an additional 200,000 vehicles hitting the city's congested streets each year. \u003cbr/\u003eDelhi's winters, although mild, have in the past few years been associated with a spike in respiratory and cardiac emergency cases, which environmental scientists say, is linked to the city's poor air quality.\u003cbr/\u003eEnvironmental groups have urged the government to increase the number and frequency of public transport buses, and set deadlines for making clean-technology vehicles mandatory.\u003cbr/\u003eIn the short term, environmental activists want the government to increase road taxes for privately-owned cars, and have suggested increased monitoring and fines for polluting vehicles as ways to reduce the number of cars on the streets.\u003cbr/\u003eThe 1997 Kyoto Protocol commits 35 industrialised nations to reducing greenhouse-gas emissions to an average five percent below 1990 levels during the period 2008-12. \u003cbr/\u003eBut Kyoto did not cover such industrialising giants as China and India, and did not prescribe emission reductions beyond 2012.\u003cbr/\u003eThe Indian government has said any new approach to climate change must recognise the desire for rapid economic growth among energy-hungry developing countries.\u003cbr/\u003eIndia has one of the world's fastest expanding economies in recent years, growing at about eight percent.
