Rice held out her arms and the pair hugged before posing for photographers.\u003cbr/\u003eThe latest stage of her Asian tour is likely to be dominated by the standoff over North Korea's nuclear weapons program and Japan's continuing ban on US beef imports.\u003cbr/\u003eNorth Korea is of immediate concern to Japan. The reclusive hardline communist state announced last month that it possesses nuclear weapons, and it has already demonstrated that its missiles are capable of hitting Japan.\u003cbr/\u003eJapan is hoping to re-engage North Korea in six-party talks on its weapons programs with China, the United States, Russia and South Korea, but Pyongyang has so far resisted.\u003cbr/\u003eThere is rising impatience in the United States over Japan's continued refusal to lift a ban on US beef imports. \u003cbr/\u003eJapan stopped its purchases after the discovery of the first US case of mad cow disease in December 2003.\u003cbr/\u003eThe beef issue has become the most visible blemish on what has otherwise been an increasingly tight relationship between Tokyo and Washington.\u003cbr/\u003eBefore the ban, Japan was American beef's most lucrative overseas market.\u003cbr/\u003eJapan currently tests all domestic cows for mad cow, also known as bovine spongiform encephalopathy, or BSE. A government panel has recommended that requirement be loosened to exclude cows of 20 months in age or younger.\u003cbr/\u003eJapan's Food Safety Commission is now working on changing the policy to allow the resumption of beef imports from younger US cows.\u003cbr/\u003eThe United States is pushing for quick action. Some members of the US Congress have warned of possible sanctions if Japan does not lift the ban soon.\u003cbr/\u003eJapanese officials, however, have refused to set a timetable for the resumption of imports, saying the commission should be allowed to complete its work.\u003cbr/\u003eChief Cabinet Secretary Hiroyuki Hosoda pointed out on Friday that the United States still prohibits imports of Japanese beef. The ban was first imposed in March 2000 in the wake of an outbreak of foot and mouth disease, but was extended with the discovery of mad cow disease in Japan in September 2001, according to the
