227 will essentially replace the state's bilingual education programme after one year of transition classes. \u003cbr/\u003eIn a state with millions of Asian and Latino immigrants, parents can still request a bilingual education for their children, but only under limited conditions.\u003cbr/\u003eIt will also allow parents to sue if teachers flout the law.\u003cbr/\u003eWith 24 per cent of precincts going to the polls, 66 per cent of voters approved Proposition 227.\u003cbr/\u003eOnly 34 per cent voted against it.\u003cbr/\u003eIt was a hard fought battle that U-S President Bill Clinton and all four gubernatorial candidates in California opposed.\u003cbr/\u003eProponents said the experiences of earlier generations show young children can pick up English quickly. \u003cbr/\u003eThey said the old system condemned some children to a linguistic limbo where they fell behind their English-schooled peers.\u003cbr/\u003eStatistics in California show that less than seven per cent of the children in bilingual curriculums become proficient enough to be classified as English-speaking.\u003cbr/\u003eSupporters of Proposition 227 rejoiced at a fashionable hotel in downtown Los
