Usachev, Voss and Helms will move into the space station for a 4 1/2-month stay, relieving the orbiting outpost's first, three-man crew.\u003cbr/\u003eSpace station commander Bill Shepherd and his two Russian crew mates have been living aboard Alpha since November  2, spending almost every day fixing or installing equipment.\u003cbr/\u003eBecause of the first crew's labors, Usachev and his two U.S. crew mates should have an easier time. \u003cbr/\u003eThey hope to devote 20 percent of their time to scientific research.\u003cbr/\u003eSpace shuttle Atlantis dropped off the dlrs 1.4 (b)billion Destiny laboratory two weeks ago. \u003cbr/\u003eDiscovery will deliver more laboratory systems along with the first batch of experiments.\u003cbr/\u003eShepherd and his crew have had virtually no time for experiments and barely any time to relax.\u003cbr/\u003eA couple of portable DVD players arrived with the laboratory last month, and movie buff Helms plans to indulge as often as possible.\u003cbr/\u003eDespite this upbeat changing of the guard, the mood at NASA is strained because of serious budget problems.\u003cbr/\u003eAn anticipated  4 billion (b) US dollars overrun in the space station program has the Bush administration demanding a scaled-down outpost and NASA scrambling to come up with cheap alternatives for extra living space and lifeboats.\u003cbr/\u003eNASA's deputy associate administrator for space stations, Michael Hawes, has been working on revisions since 1987 and said the latest predicament is \"pretty close to some of the more dramatic things that we have seen.\"\u003cbr/\u003eBut he added: \"The days that I can drag my head out of the muck, there's a lot of good news in the space station story.\"\u003cbr/\u003e Cape Canaveral, US 8 March 2001\u003cbr/\u003e1.
