It is the second case of mad cow disease in the United States.\u003cbr/\u003eAn internationally recognised laboratory in Weybridge, England, confirmed the case of mad cow disease after US tests produced conflicting results, Agriculture Secretary Mike Johanns said.\u003cbr/\u003eHuman health was not at risk, Johanns said. The animal was a \"downer\" - one unable to walk - which is banned from food supply.\u003cbr/\u003eThe department has said there was no reason to believe the animal was imported.\u003cbr/\u003eNew tests were ordered two weeks ago, and those results came back positive, prompting officials to seek confirmation from the Weybridge laboratory. The department also performed more tests at its laboratory in Ames, Iowa.\u003cbr/\u003eThe first case confirmed in the US was in December 2003 in a dairy cow imported from Canada.\u003cbr/\u003e\"I am encouraged that our interlocking safeguards are working exactly as intended,\" Johanns said. \"This animal was blocked from entering the food supply because of the firewalls we have in place. Americans have every reason to continue to be confident in the safety of our beef.\"\u003cbr/\u003eJohanns also announced the department will do more sensitive tests as a matter of routine. The department has come under fire for not resolving conflicting test results last November.\u003cbr/\u003eThe department did initial screening using a \"rapid test,\" which was positive, and then used a more detailed immunohistochemistry, or IHC test, which was negative. But it didn't do a third round of testing, using a test called the Western blot, until the Inspector General ordered it to.\u003cbr/\u003eNow the department will use both IHC and Western blot when rapid tests indicate the presence of the disease, Johanns said.\u003cbr/\u003eBSE (bovine spongiform encephalopathy) or mad cow disease, happens when proteins called prions bend into misfolded shapes, depositing plaque that kills brain cells and leaves spongy holes behind.\u003cbr/\u003eA form of the disease in people, called variant Creutzfeldt-Jakob disease (CJD), has been linked to eating contaminated meat. \u003cbr/\u003eThe disease has killed about 150 people worldwide, mostly in Britain, where there was an outbreak in the
