cleanup of toxic chemicals they say still contaminate the Indian city's soil and water.\u003cbr/\u003eEarly on 3 December 1984, a pesticide plant run by Union Carbide spewed about 40 tons of deadly methyl isocyanate gas into the city's air, quickly killing about four-thousand people. \u003cbr/\u003eThe lingering effects of the poison raised the number of dead to about 15-thousand over the next few years, according to government estimates.\u003cbr/\u003eLocal activists insist the real numbers are almost twice that, and say the company and government have failed to clean up toxic chemicals at the plant, which closed after the accident.\u003cbr/\u003e\"Down with the government,\" and \"Down with Union Carbide,\" the protesters chanted on Thursday as they marched to the plant in Bhopal, the capital of Madhya Pradesh state.\u003cbr/\u003eUnion Carbide was bought by Dow Chemical Co. in 2001. \u003cbr/\u003eDow says the legal case was resolved in 1989 when Union Carbide settled with the Indian government for 470 (m) million US dollars, and that all responsibility for the factory now rested with the government of the state of Madhya Pradesh, which now owns the site.\u003cbr/\u003eThe government says at least 500-thousand people were affected by the gas, also known as MIC. \u003cbr/\u003eActivists say thousands of children born to parents directly exposed to the gas or poisoned by contaminated water were suffering from brain damage, cleft lips, missing palates and twisted limbs.\u003cbr/\u003eSkin, vision and breathing disorders are also  common, they say.\u003cbr/\u003eSpeaking on the sidelines of an exhibition in New Delhi displaying photos of those affected by the disaster, Safreen Khan from Children against DOW Chemicals, said there were various deformities among children.\u003cbr/\u003e\"Some of them have protruding eyes, some have cleft lip and fused fingers and some are mentally challenged,\" she said.\u003cbr/\u003e\"When I saw these children, I resolved to fight against the company that is taking away our rights and our future.\"\u003cbr/\u003ePrime Minister Manmohan Singh said in a statement on Wednesday the \"enormity of that tragedy of neglect still gnaws at our collective conscience.\"  \u003cbr/\u003e\"I reaffirm our government's commitment to resolving issues of safe drinking water, expeditious cleanup of the site, continuation of medical research, and any other outstanding issues connected with the Bhopal gas tragedy,\" he said.\u003cbr/\u003eHowever, Babulal Gaur, the state minister for gas relief and rehabilitation, insisted there was no current toxic contamination and dismissed  assertions that the birth defects are related to the disaster. \u003cbr/\u003eHe claims the diseases plaguing children were only a consequence of living in poor areas.\u003cbr/\u003eInvestigations have found that the accident occurred when water entered a sealed tank containing highly reactive MIC, causing pressure in the tank to rise too high.\u003cbr/\u003eUnion Carbide Corp., an American chemical company, said the accident was an act of sabotage by a disgruntled employee who was never  identified, and not the result of lax safety standards or faulty plant design, as claimed by some activists.\u003cbr/\u003eCritics say the plant should not have used MIC, which is cheaper than less-hazardous alternatives,
