One would be an artillery shell or a  missile, and maybe more effectively would be an aerosol sprayer, such as you would  see as a crop duster.  Military plane, or even a civilian plane, outfitted with a crop  duster, you load it up with a small amount of biological weapon, or chemical weapon,  and overfly an area. Anthrax, when it's in its dry form, which is a spore, lasts a long  time, decades long.
