Indeed the UK and international community stand ready to help Iran achieve it - as the opening of the nuclear plant at Bushehr already shows. But let me be equally clear that Iran's current nuclear programme is unacceptable. its\u003cbr/\u003erefusal to heed international concern over its uranium enrichment programme.\u003cbr/\u003eTehran insists the programme is part of a peaceful civilian energy programme, but the US and others claim Iran is enriching uranium as part of a quest to develop nuclear weapons. \u003cbr/\u003eBrown said Iran should face automatic penalties for breaching the international rules that cover its nuclear programme - a move that would make the sanctions process quicker. \u003cbr/\u003ePunishments currently have to be negotiated at the United Nations Security Council, where Russia and China often block tough action against Iran.\u003cbr/\u003eThe threat of stronger punishment would complement Obama's call for dialogue, the prime minister said.\u003cbr/\u003eHe continued saying that he hoped Iran would make \"the right choice\" and take advantage of the international community's willingness to negotiate, including Obama's offer of engagement, rather than face further sanctions and regional instability.\u003cbr/\u003eThe new US administration has repeatedly raised the prospect of diplomatic engagement with Iran, but the offer has met with a mixed response from Tehran. \u003cbr/\u003eIn his speech, Brown also predicted that there would be a massive increase in the use of civil nuclear power in order to curb damaging
