I'm absolutely confident, because what's at stake if we can't do this - and we have this conundrum every single year - what's at stake is denuding the fish stocks, discarding fish over the side of boats, throwing fish back dead in the sea. We have moved a long way in these negotiations, through October, November and now into the December final stage of the negotiations in tackling those issues. Fishing boat sails out of port in bright sunlight\u003cbr/\u003eEuropean Union countries will seek to complete a revamp of the way fishermen hunt the Atlantic for dwindling stocks, during talks starting on Thursday in Brussels. \u003cbr/\u003eThe negotiations by EU fisheries ministers are aimed at helping the industry get bigger catches - while at the same time safeguarding fish stocks for the future. \u003cbr/\u003eIf a deal is struck, it will force fishing nations like France, Britain and Spain to accept restrictions that may hurt in the short term, but replenish the Atlantic for future generations. \u003cbr/\u003eKey to the talks will be measures to contain \"discards\" - throwing perfectly fine fish overboard, dead, because they don't meet EU catch quotas or other standards. \u003cbr/\u003eFishermen such as these crews in North Shields, in the north east of England, have long been opposed to discarding fish, viewing it as a wasteful practice.\u003cbr/\u003eThe plan under discussion in Brussels is for fishermen to catch less, but sell more, according to Huw Irranca-Davies, Britain's fisheries minister. \u003cbr/\u003e\"Our approach in the North Sea is we land more of what we catch, and we kill less. So we end up throwing less over the side, but what we catch, we actually land and we get onto the consumer's plate,\" he told AP Television.\u003cbr/\u003eDuring detailed talks in Brussels, ministers will seek to agree just how this will work in practice.\u003cbr/\u003eFor example, they will debate what nets fishermen should use in certain waters to catch prawns while allowing bigger species, such as young cod, to escape.\u003cbr/\u003eThey'll also have to decide what fishing grounds need to be temporarily closed to protect young stocks.\u003cbr/\u003eLevels of cod in the North Sea have fallen by three quarters in the past 30 years, while prices have rocketed. \u003cbr/\u003eIt used to be a cheap staple food item, salted and dried in Portugal as bacalhau, cooked for Sunday lunch in Norway, or eaten out of newspapers - with chips - in Britain.\u003cbr/\u003eNow, wild cod has become something of a rarity. \u003cbr/\u003eBut following negotiations between the EU and Norway - resulting in a 30 per cent rise in North Sea cod quotas- there's rising optimism that a deal in Brussels will be signed.\u003cbr/\u003eIrranca-Davies said he was fully confident that ministers will come back with an agreement.\u003cbr/\u003e\"I'm absolutely confident, because what's at stake if we can't do this is throwing fish back dead in the sea,\" he said.\u003cbr/\u003eEnvironmentalists have already given the deal with Norway, and its commitments on discards, a guarded welcome.
