Bush bore responsibility for current circumstances than Obama did after nearly four years in office.\u003cbr/\u003eOn November 9th 2012 President Barack Obama said his re-election meant Americans were behind his approach for avoiding a looming \"fiscal cliff\" that threatens a new recession - and that his approach meant the country's wealthiest people would have to pay more in taxes.\u003cbr/\u003eObama's brief public comments - his first since his re-election - set the tone for upcoming tense talks with congressional Republicans on avoiding a combination of deep spending cuts and the expiration of Bush-era tax cuts that automatically take effect January 1st 2013 and total 800 billion US dollars in 2013 alone.\u003cbr/\u003eRepublicans want the approach to avoiding the \"fiscal cliff\" to rely solely on spending cuts, but Obama insisted that higher taxes for the wealthy must be part of the solution.\u003cbr/\u003e\"I'm not going to ask students and seniors and middle class families to pay down the entire deficit while people like me, making over 250-thousand dollars, aren't asked to pay a dime more in taxes\", he said.\u003cbr/\u003eThe president, speaking before a group of middle class Americans in the White House East Room, said he wasn't wedded to every detail of the plans he outlined during the election, adding, \"I'm open to compromise.\" \u003cbr/\u003eBut he offered no indication that he was willing to back down on his insistence that the wealthy pay more, his aides believe Obama has earned a mandate on the issue through his re-election victory. \u003cbr/\u003eObama said the American people voted for action, not politics as usual \"and in that spirit I've invited leaders of both parties to the White House next week so we can start to build consensus around the challenges that we can only solve together\".\u003cbr/\u003eRepublicans, as they did throughout the past four years, say raising tax rates on wealthier Americans is a non-starter. \u003cbr/\u003eBefore Obama made his comments at the White House, House Speaker John Boehner insisted that any deal to avert the so-called fiscal cliff must include lower tax rates, eliminating special interest loopholes and reining in government-benefit programs.\u003cbr/\u003e\"2013 should be the year we begin to solve our debt through tax reform and entitlement reform,\" Boehner said. \u003cbr/\u003eBoehner expressed a degree of optimism about resolving the issues and ensuring that his sometimes reluctant GOP rank and file will back any deal.\u003cbr/\u003eThe speaker declined to discuss specifics on deficit targets or what tax loopholes to eliminate though he cited both corporate and individual.\u003cbr/\u003e\"I don't want to box myself in. I don't want to box anyone else in,\" he said.\u003cbr/\u003eBoehner and Obama have taken the initial steps in high-stakes negotiations over how to deal with expiring Bush-era tax cuts and automatic spending cuts to defence and domestic programs that economists warn could plunge the nation into another recession.\u003cbr/\u003eBoehner, Obama and Senate leaders face a January 2 deadline to reach an agreement or at least come up with a framework to deal with the issue early next year.\u003cbr/\u003eBoehner said he had a brief, cordial conversation with Obama earlier in the week and reiterated that the president needs to lead on the negotiations.\u003cbr/\u003eThe Ohio Republican, reflecting the sentiment of his caucus, said increasing the maximum 35 percent tax rate on high-income earners cannot be part of the deal. \u003cbr/\u003eBoehner did signal that he was open to eliminating loopholes.\u003cbr/\u003eA former ranking member on the House Budget Committee, Republican Bill Frenzel, says there appears to be some possibility of compromise between the White House and Republicans on Capitol Hill judging by comments in recent days.\u003cbr/\u003eBut, he warned, the result of November 6th's election will shape the negotiations.\u003cbr/\u003e\"Because President Obama won the election and because Republicans won or continued their control of the House, it became obvious that there is going to be a fist-fight over deficit reduction, \" Frenzel said.\u003cbr/\u003eWorried that the consequences of the U.S. economy falling off the fiscal cliff are \"so severe,\" Frenzel believes it is unthinkable that no deal will be reached between Republicans and Democrats.\u003cbr/\u003eA lot is at stake. \u003cbr/\u003eA new Congressional Budget Office report on November 8th predicted that the economy would fall into recession if there is a protracted impasse in Washington and the government falls off the fiscal cliff for the entire year. \u003cbr/\u003eFrenzel says the resulting recession is \"something that we can't afford.\"\u003cbr/\u003eThough most Capitol-watchers think that a long deadlock is unlikely, the analysts say such a scenario would cause a spike in the jobless rate to 9.1 percent by next fall. \u003cbr/\u003eSome analysts believe that the fiscal cliff is more like a fiscal slope and that the economy could weather a short-term expiration of the Bush-era tax cuts and that the government could manage a wave of automatic spending cuts for a few weeks. \u003cbr/\u003eBut at a minimum, going over the fiscal cliff would mean delays in filing taxes and obtaining refunds and would rattle financial markets as the economy struggles to recover.\u003cbr/\u003eThe CBO analysis says that the cliff - a combination of automatic tax increases and spending cuts - would cut the deficit by $503 billion by September 2013, but that the fiscal austerity would cause the economy to shrink by 0.5 percent next year and cost millions of
