I believe he is dedicated to having good relations with the People's Republic of China... I have said the President-Elect Reagan is entitled to have something that few of his predecessors have had which is a month of quiet from me as to what he should do... The election of Governor Regan indicates is that the post Vietnam period of American self-doubt is over and that America is going to articulate a more optimistic and positive view of its role in the world...I think it will be less apologetic...My personal view is that the one thing the Middle East does not need is another radical state tied to the Soviet Union. Therefore, I have always believed that the West Bank negotiations are to be between Jordan and Israel... It's not unusual that the United States do not deliver arms even when it's been agreed...Presidents have not taken my advice in the past was usually to their cost but do not think that I am here representing what Governor Regan is going to do but I think it is ill advised to pay ransom to people who take hostages. That has always been my view and certainly I am opposed giving arms to Iran under these circumstances. After the hostages are released, after they talk to us in a civilised fashion then they have to take their chances on our, of our assessment of our national interest and I don't want to predict what
