Wide of wall and activists sitting beneath it\u003cbr/\u003eAround 200 activists from the environmental group Greenpeace on Monday blocked several entrances to the European Union Council building in Brussels where EU agriculture and Fisheries ministers were meeting for annual discussions on fishing quotas. \u003cbr/\u003eAfter minor scuffles with security staff the activists equipped with construction materials stacked building blocks in front of the main entrance of the building in central Brussels, delaying EU bureaucrats arriving for work.\u003cbr/\u003e'Shut down until fish stocks recover' slogans were spray painted over the white building blocks they stacked three metres (10 feet) high in front of the building's entrances.\u003cbr/\u003eMinisters were able to get into the building through an underground entry but many other people were left standing in -3C (27F) morning temperatures.\u003cbr/\u003eDozens of activists also chained themselves to the wall. \u003cbr/\u003ePolice had started removing them by mid-morning.\u003cbr/\u003eGreenpeace demands that fishing quotas are set at lower levels allowing for the stocks to recover. \u003cbr/\u003eSaskia Richartz, the organisation's EU Marine Policy Director, said: \"We are here because every year in this building ministers set fishing quotas and every year they are ignoring the scientifically recommended levels and setting much higher levels.\"\u003cbr/\u003eFish stocks in many parts of European waters have dwindled to critically low levels while the EU nations have allowed fishermen to continue catching well beyond scientific advice.\u003cbr/\u003eThe EU's fisheries chief, Joe Borg admits that \"most stocks remain overfished\" yet the EU member states disregard warnings to stop fishing in certain areas because they face pressure from fishermen.\u003cbr/\u003eTo counter that, Greenpeace wants the stocks to be administered by the environment ministers.\u003cbr/\u003eThe fisheries meeting to allocate quotas for next year opens on Tuesday morning and several stocks will face further cuts of up to 25 percent.\u003cbr/\u003eAlong Europe's Atlantic and Baltic coasts, the industry is complaining that years of stringent quotas have brought them to the brink of bankruptcy. \u003cbr/\u003eAnd in France, fishermen have gone on strike to protest rising fuel costs, which have cut further into their profit margins.\u003cbr/\u003eTo try to reconcile all sides, the ministers will also be seeking to find better ways to reduce waste, in particular the practice of discarding fish that have been accidentally caught but exceed quotas.\u003cbr/\u003eWhile overall the prospects for the recovery of fish stocks remain bad, there is some hope for cod. \u003cbr/\u003eAfter years of decline, the ICES scientific agency announced this year that in the North Sea it would no longer recommend a full ban on fishing for the species.\u003cbr/\u003eSuch advice was quickly seized upon by supporters of an increase in catch quotas. \u003cbr/\u003eThe stock, however, remains critically low.
