television) cameras have been pioneered by the local council in the city in the north east of England. \u003cbr/\u003eMiddlesbrough's existing CCTV network has been updated and linked to two speakers, allowing surveillance officers the opportunity to speak directly to people misbehaving in the city centre. \u003cbr/\u003eThe council hope the new cameras will cut unsocial behaviour and crime rates .\"\u003cbr/\u003eThat is the activities of anyone using Middlesbrough's city centre. \u003cbr/\u003eThe new talking CCTV surveillance cameras have been introduced by Middlesbrough council in areas with high crime and anti social behaviour rates. \u003cbr/\u003eBarry Coppinger, of Middlesbrough Council's safety committee member says the council modified eight out of one hundred and fifty CCTV cameras across the city by attaching load speakers to them.\u003cbr/\u003eAll eight cameras are linked to speakers and controlled by surveillance officers in Middlesbrough council headquarters. \u003cbr/\u003eSurveillance officers control the cameras individually and have the authority to intervene when they see anti social behaviour taking place. \u003cbr/\u003eThat could be anything from dropping litter, cycling where it is forbidden or committing petty thefts. \u003cbr/\u003eMiddlesbrough council security manager Jack Bonnar says surveillance officers can see and talk to individuals breaking the law.\u003cbr/\u003eSurveillance officers use direct and firm directions to warn offenders, but they are always polite. \u003cbr/\u003eBonnar says the council has three CCTV operators who sit in the main control room monitoring the cameras.\u003cbr/\u003eHe says the main offences surveillance officers observe and react to are littering, public order offences, alcohol related offences, fighting, anti social behaviour and criminal damage.\u003cbr/\u003eOffenders are asked to pick up rubbish told to leave an area for loitering or sent a verbal warning \"we are watching you\" .\u003cbr/\u003eMiddlesbrough council and the city's police have worked closely on the project. \u003cbr/\u003eMark Hall has been a Police Sergeant for two years.\u003cbr/\u003eHe regularly patrols the city centre on the look out for any anti social behaviour.\u003cbr/\u003eHe says the new CCTV cameras are a great help, as they act as a deterrent to people thinking about committing crime.  \u003cbr/\u003eBut some people are concerned that projects like this one infringe the public's civil liberties and freedom.\u003cbr/\u003eSimon Davies,  is an expert on databases, privacy and CCTV (Closed Circuit televisions, or surveillance camera security systems) at the London School of Economics. \u003cbr/\u003eHe says Britain has a huge privacy invasion problem, and projects like this one will only serve to make people more paranoid and neurotic. \u003cbr/\u003eMrs Kay, Middlesbrough resident says she thinks the new cameras are an intrusion of people's privacy.\u003cbr/\u003ePaul Raymonds says if the talking cameras work it will keep the city cleaner.\u003cbr/\u003eBonnar says does not  believe that the new talking cameras are one step further to a 'Big Brother' society, a reference to George Orwell's novel '1984' in which a futuristic society was controlled constantly. \u003cbr/\u003eHe says the cameras help to assure the public that the council are trying to deterring all aspects of crime and antisocial behaviour in the town.\u003cbr/\u003eMiddlesbrough council claim 100% success rate for the CCTV project so far. \u003cbr/\u003eBonnar hopes the talking CCTV system can be used in large scales emergencies like bomb scares and large scale fires to evacuate large areas. \u003cbr/\u003eMiddlesbrough council are planning to invest in seven more cameras by the end of 2007. \u003cbr/\u003eA report published in November 2006 found that there are an estimated five million Closed Circuit Television cameras (CCTV) in Britain, that is twenty percent of the world's total, one camera for every twelve people.  \u003cbr/\u003eThe report was produced by a group of academics called the Surveillance Studies Network and was commissioned by the UK's Information
