possibly until the next century.\u003cbr/\u003eEarly Wednesday morning in Amsterdam, and the marathon talks among the European  Union's leaders finally end.\u003cbr/\u003eThe final result -- a Euro-compromise.\u003cbr/\u003eThe Amsterdam talks were intended to revise the 1992 Maastricht Treaty, which itself  was an update to the 1957 Treaty of Rome, the E-U's fundamental charter.\u003cbr/\u003eThe goal was to simplify decision-making to prepare the E-U for a near-doubling of its  ranks. \u003cbr/\u003eThat's needed if the E-U expands eastwards as planned.\u003cbr/\u003eBut the summit ended with the 15 leaders seriously diluting grander reform plans,  leaving many fundamental issues unresolved.\u003cbr/\u003eAmong these were plans to vote on foreign policy issues instead of requiring unanimity,  as is now the case, and reweighting the votes of countries on issues for which votes are  taken.\u003cbr/\u003eNevertheless, the Dutch Prime Minister tried to put a positive spin on the outcome.\u003cbr/\u003eSOUNDBITE: (Dutch)\u003cbr/\u003e\"It is with great pleasure that I can tell you that about half an hour  ago we reached full  agreement on the complete text for the treaty of Amsterdam.\"\u003cbr/\u003eSUPER CAPTION: Wim Kok, Dutch Prime Minister\u003cbr/\u003eAs he had tried to begin the closing press conference, protesters who had slipped past  tight security by masquerading as reporters shouted slogans and unfurled a banner  accusing the E-U of ignoring the environment, human rights, democracy and refugees.\u003cbr/\u003eBut while they conceded disagreement in many areas, E-U leaders insisted they had  managed to defend their vital national interests without compromising the interests of  Europe. \u003cbr/\u003eSOUNDBITE: (English)\u003cbr/\u003e\"The first was to ensure that we maintained all the vital British interests in areas like  frontiers and asylum and immigration and defence and taxation and so on, which has  been accomplished and secondly that we also set forward a positive agenda for Europe  and that we dealt with the issues of jobs and the environment, the single market,  enlargement which it is important and necessary for us to do, not just in the interests of  Britain but in the interests of Europe. \"\u003cbr/\u003eSUPER CAPTION: Tony Blair, British Prime Minister\u003cbr/\u003eSOUNDBITE: (French)\u003cbr/\u003e\"The decision has been taken along two tracks - This second way of looking at the voting system  is in our point of view and also that of other minority partners a dangerous one. You will  understand this immediately, imagine having a decision to take, for example in the area  of agricultural countries. We had a minority for a decision after the vote and a majority  with regards to the population, and what was happening - we were blocked.
