harvest in China has steadily fallen in the last few years partly due to falling water tables but partly also because of the diversion of water to cities.\u003cbr/\u003eAs an example, the report claimed that in the region around Beijing, farmers are banned from using the reservoirs since all the water is needed to satisfy the city's fast-growing needs.\u003cbr/\u003eThe World Bank also released a report last week urging a \"more balanced global approach to development.\"\u003cbr/\u003eIt says by mid-century, two thirds of the world's population will live in cities, fostering enormous demands for energy, water and employment.\u003cbr/\u003eMeanwhile, China's arable lands continue to degrade.\u003cbr/\u003eEncroaching desertification due to both weather and human factors have shown little sign of backing off despite huge efforts.\u003cbr/\u003eChina's arid north west has turned into dust bowl from drought, overuse and poverty.\u003cbr/\u003eWater is very unevenly distributed in China. \u003cbr/\u003eRegions south of Yangtze River, China's longest river, account for no more than a third of country's total territory but have around 80 per cent of its total water resources. \u003cbr/\u003eThe areas north of the Yangtze, nearly two thirds of China, have only 19 percent of its water resources.\u003cbr/\u003eWith water scarcity reaching a critical stage in cities like Beijing, China has embarked upon one of most ambitious water-moving projects in its history.\u003cbr/\u003ePlans are being formulated to rechannel vast rivers of water from Yangtze basin to the north that would cost in the region of 58 (b) billion US dollars.\u003cbr/\u003eSome foreign specialists say the plan is uneconomic and would cause massive environmental damage and to displace large numbers of people.\u003cbr/\u003ePollution is another critical concern.\u003cbr/\u003eSevere pollution in both marine and inland fishing areas last year caused more than 400 (m) million US dollars in losses.\u003cbr/\u003eDespite a crackdown on chemical dumping, China has only managed to stabilise the pollution level, not reduce it. \u003cbr/\u003eYukon Huang, the World Bank's director in China, says if the process is not reversed soon, future generations may not have the opportunity to tackle the problem successfully.\u003cbr/\u003eAccording to Huang, half of the world's top twenty polluted cities are in China.\u003cbr/\u003eAir pollution here is mostly due to the rise in car usage, and the continued use of coal.\u003cbr/\u003eAs the world's second largest carbon dioxide producer after the United States, China is expected to ratify the Kyoto treaty - aimed at urging industrialised nations to cut emissions of the gas which many scientists believe to be a major cause of global warming.\u003cbr/\u003eUltimately, Huang believes that China, like other developing nations, need to focus on what he called, \"social assets.\"\u003cbr/\u003eThe World Bank report in August claims \"misguided policies and weak governance\" contribute to environmental disasters and income inequality.\u003cbr/\u003eThe report urges developing nations to focus on building the right \"institutions
