Board showing photographs of missing children\u003cbr/\u003eChina said on Friday that its plans for rebuilding schools demolished in last year's Sichuan earthquake were on track, as the government continues to struggle to stem discontent days before the one-year anniversary of the disaster.\u003cbr/\u003eOn Thursday, Sichuan province's education department released a report putting the first official count of dead or missing students in the May 12 temblor at 5,335. \u003cbr/\u003eThat figure is politically charged because of allegations that corruption and shoddy construction caused several schools to collapse while buildings nearby remained intact.\u003cbr/\u003eOfficials at a news conference in Beijing said if any of the buildings that collapsed were found to be substandard, investigations would be opened, but he added that no cases of poor construction have been found yet.\u003cbr/\u003eTang Kai, Director-General of the Planning department for the Ministry of Housing and Urban Rural Development said it was difficult to find people responsible for the shoddy construction.\u003cbr/\u003e\"In terms of who should be responsible for that, the local governments are still discussing and investigating, but it is too hard and complicated to give the conclusion,\" he said. \u003cbr/\u003eBut parents insist the schools crumbled so easily because corruption and mismanagement led to slipshod construction methods and weak buildings that were not up to code. \u003cbr/\u003eSome say materials meant for school construction projects were sold on the side by contractors for personal gain.\u003cbr/\u003eChina said it had learned a big lesson from the earthquake, and the \"death of the school children is the biggest pain\" the National Development and Reform Commission Deputy-Director Mu Hong told the news conference on Friday.\u003cbr/\u003e\"We will make the school buildings the safest place in the world, and the people can trust the quality of the school buildings. Premier Wen Jiabao has promised this, and this is what we have been doing during the reconstruction,\" he said. \u003cbr/\u003eAbout 75 percent of all school reconstruction projects in the earthquake zone had been started and around 8 percent had been completed, Mu said.\u003cbr/\u003eMu said that nearly 70 percent of the students in the quake zones have moved into permanent school buildings. He did not give any other details.\u003cbr/\u003eMu's agency, the Cabinet's top economic planning body, said in a statement released on Friday that it would \"strictly enforce the obligatory building codes and standards ... in order to ensure that these buildings are the safest, the most solid and the most reliable.\"\u003cbr/\u003eAuthorities began a count of victims within hours of the magnitude-7.9 quake, which left nearly 90-thousand people dead or missing and another 5 (m) million homeless. \u003cbr/\u003eBut Thursday was the first day an official toll was given.\u003cbr/\u003eOfficials have said that compiling and confirming the names of the students was a complicated process, and blame the sheer force of the quake as the main cause of the number of flattened schools.\u003cbr/\u003eThe children's deaths have sparked national outrage and have fuelled unrest among parents. \u003cbr/\u003eMany have petitioned and protested, only to be detained or warned against speaking out. \u003cbr/\u003eActivists sympathetic to their cause have been harassed or taken away by police.\u003cbr/\u003eSo far no one has been held responsible or
