Environment Facility - a UN body that helps developing countries with environmental projects - to run the fund, though some countries accuse the facility of being slow to distribute money.\u003cbr/\u003eHowever, the key issue on Wednesday was still a new document that strengthened calls for deeper cuts in greenhouse gas emissions by rich nations, as UN Secretary-General Ban Ki-moon warned that the human race faces oblivion if it fails to confront global warming.\u003cbr/\u003eBan, who is presiding over the final days of a conference aimed at setting an agenda and deadline for talks on a pact to replace the Kyoto Protocol in 2012, urged quick action as negotiators haggled over wording that would be acceptable to all.\u003cbr/\u003eThe text included guidelines for industrialised countries to cut their emissions overall by 2020 by between 25 percent and 40 percent - measures  sure to anger the United States, which has repeatedly said it opposed inclusion of specific target ranges.\u003cbr/\u003eThe EU and developing nations strongly favour the guidelines, which they say are required to avoid a devastating rise in world temperatures above 2 degrees Celsius (3.6 degrees Fahrenheit) over pre-industrial levels.\u003cbr/\u003eBut the US opposed including such language in the final document would prejudice negotiations over the next two years aimed at crafting a new global warming pact to take effect in 2012.\u003cbr/\u003eNegotiations on how to tackle climate change intensified as ministers and heads of state from around the world arrived at the conference. \u003cbr/\u003eThe meeting follows a year of high-profile scientific reports warning of rising seas, droughts and melting ice-sheets because of rising
