It's an artists' community. They're poor people.  They're young people for the most part. They're very vibrant and they're the kind of people who made this city great. But housing officials say the structures are unsafe and must be properly renovated.\u003cbr/\u003e\"You know, we've been here for over ten years.  When we started these buildings were burned out shells and we repaired them, we made them habitable for large numbers of people.  And now the city wants them back.  But, you know, if they had left these without windows and without roofs and without floors, then these buildings would essentially be condemned shells ready for demolition. They've worked together to upgrade the electrical wiring and the plumbing, and have repaired the masonry and other structural elements.  \u003cbr/\u003eBut housing officials say they have run out of vacant properties to rehabilitate for low-income housing.\u003cbr/\u003e\"Those individuals are impeding the development of low and moderate income housing on the lower east side.  It's gotten to the point now that the only buildings that we as non-profits can develop are those buildings that are squatted.
