That's our position, and it has not changed.\"\u003cbr/\u003eThe clarification followed reports that the NSA was considering amnesty for Snowden in exchange for the return of the thousands of documents he took from the agency. \u003cbr/\u003eRegarding foreign surveillance, Carney said that the White House was reviewing the entire intelligence architecture.\u003cbr/\u003e\"We are looking at the entire system of intelligence gathering and evaluating it through the lens of, of whether we are doing everything that we can and should in order to protect Americans and protect the United States and our allies.
