When she turned five years old people asked if she was going to school, and she told them she couldn't go to school until she got her lips stitched.\"\u003cbr/\u003eSUPER CAPTION: Bui Thi Hue, Mother\u003cbr/\u003eOperation Smile was founded in 1982 by Bill Magee, a plastic surgeon from Norfolk, Virginia, after he took a trip to the Philippines. \u003cbr/\u003eHe expected to operate on two dozen children, but hundreds appeared, hundreds who had been living without hope.\u003cbr/\u003eNow the group makes annual visits to 13 countries, raising money from governments and businesses. \u003cbr/\u003eOperation Smile first came to Vietnam in 1989 at the suggestion of an American diplomat - a humanitarian gesture that helped ease the bitter relations that followed the end of the Vietnam War.\u003cbr/\u003eBut here, as everywhere, there are too many patients and too little money and time. \u003cbr/\u003eThe team had to reject two children for every one it accepted.\u003cbr/\u003eSOUNDBITE (In English)\u003cbr/\u003e\"Well, the people here tell me I made a mistake, the first patient that we couldn't treat, I had my translator explain to them that perhaps on another mission we might be able to help them, but on this particular mission we couldn't, and the family started asking a lot of questions, and we started a whole discussion about it, and I just felt really bad.
