Our agents were isolated by government imposed walls, handcuffed by government imposed restrictions, and starved for basic information technology.\"\u003cbr/\u003e26. the federal panel investigating the 9/11 attacks.\u003cbr/\u003eIt was a long day of swipes and counter swipes among the witnesses.\u003cbr/\u003eBut the day began with some harsh words for the FBI by the commission.\u003cbr/\u003eIn a staff report issued at the start of the hearing, the 9/11 commission said the FBI failed miserably, over the course of several years, to recognise and respond to the terrorist threat.\u003cbr/\u003eThe report said when 9/11 arrived, the FBI had only a \"limited\" ability to collect intelligence and to share information - both within and outside the agency.\u003cbr/\u003eAnd it said the bureau had \"inadequate resources\" to fight terrorism.\u003cbr/\u003eFormer FBI Director Louis Freeh - the first to take the witness chair - took issue with the commission''s findings.\u003cbr/\u003eFreeh - who left his post three months before the September 11 attacks - claimed the FBI had a \"very effective\" counterterrorism program prior to 9/11, despite seriously limited resources and legal restrictions.\u003cbr/\u003eHis remarks seemed to be a reference to Congress, which approves funding, and former Attorney General Janet Reno, who issued guidelines meant to strengthen American civil liberties protections by keeping the fruits of intelligence separate from criminal prosecution.\u003cbr/\u003eReno later testified that when she took office, the FBI faced huge challenges in learning how to use all the information it collected on criminal and intelligence matters.   \u003cbr/\u003eIn a harsh critique, she said \"the right hand didn''t know what the left hand was doing.\"\u003cbr/\u003eThe commission heard later in the day from the former acting director of the FBI, Thomas Pickard, who led the bureau in the summer of 2001.\u003cbr/\u003eContradicting the statements of some in the Bush administration, Pickard said the FBI received an enormous amount of intelligence in the period between January and September of 2001.\u003cbr/\u003eHe said some of the threats during that time \"had great specificity,\" while others were more vague.\u003cbr/\u003eBut he said, agents were stifled by the fact that the FBI \"did not have great sources in al-Qaida.\"\u003cbr/\u003eUnderscoring the lack of resources faced by the intelligence community, the former head of the CIA''s counterterrorism activities said the FBI and CIA did not have enough people or money to do the job. \u003cbr/\u003eThe day also produced a clear-cut case of contradiction between Pickard and the man who was briefly his boss, Attorney General John Ashcroft.\u003cbr/\u003eCommission member Richard Ben-Veniste read an earlier quote from Pickard saying Ashcroft told him in the summer of 2001 that \"he did not want to hear\" additional information about possible attacks.\u003cbr/\u003eIn his own testimony, Ashcroft strongly refuted that suggestion, and placed much of the blame for 9/11 on the \"failed policies\" of the Clinton
