But opponents of the law worried that it allowed certain parties to exert a control over the internet that would stifle free speech. The bill was postponed in January 2012. Internet law expert Elizabeth Stark was watching the bill closely, and was shocked at how little those who were drafting it understood how the internet works. She sees the issue as a problem of understanding new technologies and how they differ from previous notions of copyright and ownership.
