Northern states don’t want slaves to be counted at all, while Southern states...\n1787 - Delegates at the Constitutional Convention are divided on how slaves will be counted for the purpose of representation in the United States Congress. Northern states don’t want slaves to be counted at all, while Southern states want them to be counted as a whole person. An agreement is reached, which states that each slave will count as three-fifths of a person when determining representation in the House of Representatives and for taxation purposes. As a result of the ⅗ compromise, Southern states gain political power while excluding the slave population from the political process. The compromise remains part of the U.S. constitution until the passage of the 13th Amendment, which abolishes slavery. The 3/5 compromise has long been a stain on the merits of the U.S. constitution while reminding Americans of its complicated and painful history with slavery.\n
