This isn’t to say that all Mexicans attend church regularly. Less than half the people in the large cities are regular churchgoers. The percentage is far higher in small towns. Mexico also has a strong tradition of anticlericalism. This is reflected formally in the 1917 Mexican Constitution, which separates church and state. Further, for decades, the constitution prevented the church from owning property, operating schools, or participating in government affairs. However, in the early 1990s, President Carlos Salinas lifted some restrictions and reinstated some of the church’s original power.
