Discusses how Abraham Lincoln found himself having to support the end of slavery after initially believing he would just be trying to keep it from spreading. The Emancipation Proclamation was written some time before it was declared as the Union was waiting for the right moment. It also exempted border states so as not to alienate them and lose their support in the war effort, and it gave the Southern states time to reflect to see if they would be willing to rejoin the Northern states, in which case they could keep slavery for the time being.
